On October 31st four of the boards nine members voted against expanding quantitative easing. After a dful second quarter, when GDP shrank by an annualised 7.1%, many of Mr Abes economic advisers are convinced that the initial rise was a mistake. A battle is on between the finance ministry, which is pushing for the increase to deal with Japans ballooning public debt, and the prime ministers office, which leans towards altering the timetable. In similar fashion to America or Europe, quantitative easing has benefited big businesses and wealthy individuals owning shares or property in Tokyo and a few other big cities. But ordinary Japanese, notably in the regions that are emptying of people, feel left behind. Support for Abenomics is slipping as more people feel there is little in it for them. As well as the rise in the consumption tax, households have had to contend with higher prices from a weaker yen, notably higher energy and fuel costs. At least these have fallen in recent weeks as global demand for oil has weakened. It is one reason Mr Kuroda felt able to act by loosening policy further. The yen weakened immediately. The Tories have long wanted to scrap the Human Rights Act (HRA), passed in 1998 by a Labour government. On October 3rd Chris Grayling, the justice secretary, promised to do just that as the Tories gear up for a May election in which the Eurosceptic UK Independence Party (UKIP) threatens to lure away voters. The act allowed Britons to pursue human-rights violations in British courts, rather than going to the European Court of Human Rights in Strasbourg. They argue that Britain has a long history of its own human-rights laws (including Magna Carta) and that the European court is overreaching. The Conservatives want to limit the rights of individuals (notably foreigners) under the convention in certain circumstances. The European courts judgments would be merely advisory as far as British courts are concerned. International treaties are difficult to enforce, and the court cannot force Britain to change its laws even now. Prisoners do not have the vote despite the courts objection to Britains ban. The Declaration of the Rights of the Child makes expelling foreign criminals with offspring in Britain tricky. Getting them to comply with its rulings will be harder if Britain will not do so.
